The sonic weapon they are talking about produces enough force to actually knock people off their feet and keep them there. I'm sure if they fell in the water they would probably drown as well. Sonic weapons are pretty widely used unfortunately =\ The Israelis use them along the Gaza strip, by flying low in their jets and causing sonic booms over the settlers several times a day. This has caused everything from miscarriages, heat conditions to post traumatic stress disorders in children. The UN has demanded an end to the tactic, saying it causes panic attacks in children. Of course this is under the guise of "we're on maneuvers and practicing" and such. They also use this tactic in Lebanon. Sonic weapons are nasty.
Some “less nasty” ones were used in New Orleans to deter looters. All they do is angle a wide dish in a general direction, and suddenly everyone feels nauseous and panicky.
